“Financing the Blue Economy: A Caribbean Development Opportunity” examines the potential of the blue economy to drive sustained and inclusive economic growth. The Paper, a joint initiative between CDB and the United Nations Development Programme, also explores factors that can constrain our Region’s ability to take full advantage of the ocean’s potential. New and high-value blue economy growth industries such as aquaculture, marine biotechnology, deep seabed mining,
and ocean renewable energy remain under-developed in our Region.
This paper assesses the blue economy potential for the Caribbean, and focuses on innovative financing options that will enable policy makers to advance blue economy strategies at a national and regional level.

The First meeting of the WECAFC/OSPESCA/CRFM/CITES/CFMC working group on shark conservation and management was held in Barbados on 17-19 October 2017. The meeting brought together more than 30 shark fisheries experts, conservationists, marine biologists and fisheries officers from 15 WECAFC members, regional fisheries bodies, fisheries technical advisory institutions, nongovernmental organizations, and other relevant stakeholders.

Fishery Performance Indicator Studies For The Commercial And Recreational Pelagic Fleets Of The Dominican Republic And Grenada
The Fisheries Performance indicator studies of pelagic fleets in Grenada and the Dominican Republic were carried out in April- May 2017 by a team under the leadership of Mr Brad Gentner and this circular was prepared in the period August-November 2017.
Fishery Performance Indicators (FPIs) were developed to address gaps in data and information on fisheries worldwide and in recognition that to be successful with fisheries investment, development or conservation projects measurable outcomes are needed. The focus of the tool and its indicators is to evaluate the effectiveness of management systems in aligning ecosystem health and human well-being.

Five-Year (2000-2005) Assessment of The Implementation of The Protocol To The Cartagena Convention Concerning Specially Protected Areas And Wildlife (SPAW), With a Special Focus On Annex II Listed Sea Turtles
The Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention) and its Protocol concerning Specially Protected Areas and Wildlife (SPAW) provide a unique framework, with pragmatic measures, through which nations are encouraged to work together to protect shared marine resources. In an effort to gauge the efficacy of the SPAW Protocol during the five years (2000-2005) since it entered into force, I conducted the first review of enabling legislation among the Protocol’s 12 Parties.
