Este informe es el último entregable de la consultoría "Propuesta de opciones para un mecanismo permanente de coordinación de políticas y un plan de financiación sostenible para la gestión de los océanos en la región del CLME+". El mandato de este trabajo se deriva directamente del Programa de Acciones Estratégicas (PAE) CLME+. El informe recoge la propuesta de un Mecanismo de Coordinación para la gestión integrada de los océanos en la región CLME+, proporcionando información contextual y aclaraciones. La propuesta fue debatida entre los países durante la reunión (virtual) del Comité Directivo del Proyecto CLME+ en junio de 2020 y constituye el principal resultado de esta consultoría. La elaboración de la propuesta se ha basado en consultas con los países del CLME+, las organizaciones intergubernamentales y otras partes interesadas entre noviembre de 2017 y junio de 2020.

Adopted in Kingston, Jamaica by the member governments of the Caribbean Environment Programme (CEP) on 18 January 1990, the SPAW Protocol preceded other international environmental agreements in utilizing an ecosystem approach to conservation. The Protocol acts as a vehicle to assist with regional implementation of the broader and more demanding global Convention on Biological Diversity (CBD). The objectives of the SPAW Protocol are to protect, preserve and manage in a sustainable way: 1) areas and ecosystems that require protection in order to safeguard their special value, 2) threatened or endangered species of flora and fauna and their habitats, and 3) species, with the objective of preventing them from becoming endangered or threatened.

Protocolo para la medición, monitoreo y reporte de la estructura, biomasa y reservas de carbono de los manglares
The objective of this manual is to provide ideas and methodologies for the measurement, monitoring and reporting of the composition, structure, aerial biomass and carbon stocks of mangrove ecosystems. The sampling design, field measurements, analysis and format for reporting the results shall be described in detail. Although the focus is on mangroves, we also include the basis for monitoring other types of wetlands, including halophile grasses, tulars and zapotons. There are methods for measuring carbon stocks, but the approach of the methodology presented here follows the international standards set out in the guidelines of the Intergovernmental Panel on Climate Change (IPCC) and other relevant sources.
