CLME Continental Shelf Transboundary Diagnostic Analysis

Abstract: The Transboundary Diagnostic Analysis (TDA) provides the technical and scientific basis for the logical development of a Strategic Action Programme (SAP) that is based on a reasoned, holistic and multisectoral consideration of the problems associated with the state of and threats to transboundary water systems and resources. This report reviews and reformulates the Thematic Report for the Guianas-Brazil Sub-region into the Continental Shelf Ecosystem Transboundary Diagnostic Analysis with an ecosystem
approach to fisheries (EAF).

CLME Governance Transboundary Diagnostic Analysis

Abstract: This report addresses the governance aspects of udpating the Transboundary Diagnostic Analysis for the CLME Project. The importance of having an effective governance regime in place to address the sustainability of the living marine resources of the WCR was identified during the project development phase of the CLME Project as the principal driver underpinning the actions to be taken in the full Project.

It provides an overview of the governance issues identified in the preliminary TDA, then reviews the Large Marine Ecosystems Governance Framework that was developed for and adopted by the project as a basis for the project design. Next the report reviews advances in ocean governance thinking globally and regionally that should assist the project to move forward. Finally, the report considers how the original governance perspective, as well as the subsequent advances in ocean governance, can be incorporated into the new orientation towards a fishery ecosystem-based approach to provide the most comprehensive and up-to-date approach to governance for the CLME Project.

CLME Reef and Pelagic Ecosystems Transboundary Diagnostic Analysis

This current report presents the TDAs for the CLME reef and pelagic fisheries ecosystems. These TDAs were elaborated on the basis of the previous sub-regional thematic reports for the Insular Caribbean and Central/South America as well as on additional data and information. The present TDAs for the reef and pelagic ecosystems are different in many respects from the previous thematic reports for the Insular Caribbean and Central/South America sub-regions. The current reports are full TDAs that cover the reef and pelagic ecosystems of the entire CLME region, in contrast to the previous reports that were based on two sub-regions.

CLME Regional Transboundary Diagnostic Analysis

This report is the revised and updated Regional TDA based on TDAs of three fisheries ecosystems of regional significance: the reef, pelagic and continental shelf fisheries ecosystems. This Regional TDA (supported by the three fisheries TDAs and a regional governance analysis) will serve as the science basis for development of an agreed program of interventions including fisheries management reforms, conservation measures and pollution control. A TDA is a widely-used tool within GEF International Waters Projects to provide a scientifically objective assessment of the causes of the main problems affecting transboundary and shared systems.

CLME+ EAF within EBM – Strategy and Guidance Notes: Continental Shelf Ecosystem

Ecosystem-based management (EBM) provides the broad context whereas Ecosystem Approach to Fisheries (EAF) focuses on fisheries management and development. Hence both EBM and EAF are needed to support the implementation of sustainable development through the principles of good governance. This document offers guidelines on how to plan and implement an Ecosystem Approach to Fisheries (EAF) strategy within an Ecosystem-based Management strategy (EBM) in a Continental Shelf Ecosystem.
