Report of the First Meeting Of The OSPESCA/WECAFC/CRFM/CFMC Working Group On Caribbean Spiny Lobster Panama City, Panama, 21–23 October 2014

This is the report of the first meeting of the OSPESCA/WECAFC/CRFM/CFMC Working Group on Caribbean Spiny Lobster, which was held in Panama City, Panama, on 21–23 October 2014. The meeting was co-organized with the Aquatic Resources Authority of Panama (ARAP). The following countries and regional partner organizations participated: Anguilla, Antigua and Barbuda, the Bahamas, Belize, Brazil, Cuba, the Dominican Republic, France, Haiti, Honduras, Mexico, the Netherlands, Nicaragua, Panama, and the United States of America, the Western Central Atlantic Fishery Commission (WECAFC), Caribbean Regional Fishery Mechanism (CRFM), the Caribbean Fisheries Management Council (CFMC), and the Central American Fisheries and Aquaculture Organization (OSPESCA). Resource persons from other organizations and institutions also contributed.

Report of the first Western Central Atlantic Fishery Commission preparatory meeting for the transformation into a Regional Fisheries Management Organization

This is the report of the First Western Central Atlantic Fishery Commission (WECAFC) Preparatory Meeting for the Transformation into a Regional Fisheries Management Organization (RFMO) held in Bridgetown, Barbados, on 25 and 26 March 2019. The workshop was convened in keeping with the decision of the 16th Session of the WECAFC (held in Guadeloupe, France, 20–24 June 2016/WECAFC 16) to “launch a process to establish a Regional Fisheries Management Organization (RFMO), and to clarify issues in relation to competency area, stocks coverage, budgetary implications for Members, institutional structure, membership, decisionmaking processes, national sovereignty aspects, its objectives and any other relevant matters that the Members may wish to consider”.
The workshop was made possible through the generous support provided by the European Union (Member Organization) under Trust Fund project GCP/SLC/015/EC “Support to the establishment of a Regional Fisheries Management Organization for the Western Central Atlantic (WECAFC),” and
the Global Environment Facility-funded Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project.
The FAO Secretariat to the workshop consisted of Ms Yvette Diei Ouadi, WECAFC Secretary, Mr Jeremy Mendoza and Mr Terrence Phillips, Regional Coordinators of the CLME+ Shrimp and Groundfih and StewardFish Projects, respectively, Mr Piero Mannini, FAO Senior Fisheries Liaison Officer, and Ms Annick VanHoutte, Senior Legal Officer. Administrative and logistical support was provided by Ms Sonya Thompson, WECAFC Administrative and Operational Officer.
Ms Cristina Leria, International Legal Consultant and Fred Kingston, Executive Secretary of the Northwest Atlantic Fisheries Organization (NAFO), assisted the workshop as resource persons.
This report contains a short summary of the presentations, discussions, conclusions and recommendations of the workshop, endorsed at the seventeenth session of the WECAFC held in Miami, Florida, United States of America, 15–18 July 2019.

Report of the Fisheries and Biological Data Preparation Workshop on the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem, Bridgetown, Barbados, 23-25 October 2018

The Fisheries and Biological Data Preparation Workshop for the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem (NBSLME) was held in Bridgetown, Barbados 23-25 October, 2018. The meeting brought together 14 participants including fisheries officers, government organizations and FAO. The main objective of the workshop was to provide training on data preparation for stock assessment purposes and fisheries status/trends monitoring, enhance capacities in fisheries data and statistics collection at the national and sub-regional levels, and review status of data collection for the shrimp and groundfish fisheries of the NBSLME.

The current state of the Fisheries and Resource Monitoring System (FIRMS) stocks and fisheries inventories for the NBSLME was reviewed and updated with inputs from participants. Ongoing work on the Data Repository and Decision Support System (DSS) for the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project and its application in the NBSLME was presented and discussed. A template for recording fisheries and biological data of key species in the NBSLME for stock assessment purposes was reviewed by participants. Furthermore, for each country and fishery, participants reviewed the availability of data including, inter alia, time series of landings and fishing effort, length frequencies and socio-economic information. Additionally, a review was made of the biological parameters (e.g. length-weight relationship, growth, maturity) available for key shrimp and groundfish species in the NBSLME and data gaps identified. Information on genetic studies on shrimp and groundfish species in the NBSLME region served as background for discussion on the stock structure

Report of the fourth meeting of the CFMC/OSPESCA/WECAFC/CRFM/CITES Working Group on Queen Conch

This is the final report of the Fourth meeting of the CFMC/OSPESCA/WECAFC/CRFM/CITES Working Group on Queen Conch, which was held in San Juan, Puerto Rico, from 16 to 17 December 2019. The meeting was kindly hosted and organized by the Caribbean Fishery Management Council (CFMC) with technical and financial support from the USA National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS), and the Western Central Atlantic Fishery Commission (WECAFC). This final and approved report provides a record of the meeting’s proceedings as well as the adopted recommendations.

Report of the Fourth Meeting of the WECAFC Ad Hoc Shrimp and Groundfish Working Group (1996)

This report provides a summary of the proceedings of the Fourth Meeting of the WECAFC Ad Hoc Shrimp and Groundfish Working Group on the Guianas – Brazil Continental Shelf and CFRAMP Shrimp and Groundfish subproject specification workshop. It contains summaries of the national reports and technical papers presented during the meeting. The major topics discussed included priority areas for a cooperative investigation programme and proposals CFRAMP sponsored stock assessment and data collection activities. The mains recommendations and priority areas for collaboration approved by the meeting are included in the report. The workshop agreed that enough data and information exist to do a preliminary stock assessment of the shrimp resources of the region and recommend that the next meeting of the working group should attempt this task. Bioeconomic analysis of the available fisheries data in countries was considered a priority, through which optimal data requirements for the countries could be identified and alternative management strategies evaluated.

Report of the Inception Workshop for the Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries (StewardFish) project

In 2013, countries bordering and/or located within the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ region) adopted a 10-year Strategic Action Programme for the Sustainable Management of the Shared Living Marine Resources of the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ SAP). The StewardFish project is aimed at implementing the CLME+ SAP within seven Caribbean countries (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St Vincent and the Grenadines) by empowering fisherfolk throughout fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels.

The Inception Workshop for the Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries (StewardFish) project was convened at United Nations House, in Barbados, from 13 to 14 September 2018. In attendance, were representatives of the fisheries authorities (national executing partners) from the seven project countries, five regional executing partner organizations (CANARI, CERMES-UWI, CNFO, CRFM, WECAFC), fisherfolk leaders from national fisherfolk organizations/lead primary fisherfolk organizations in the project countries as well as representatives from other fisheries-related national and regional agencies. The overall objective of the workshop was to bring together key partners and stakeholders who would be involved in the delivery of the project to ensure that there was a common understanding of the project objectives, components, outcomes, outputs and planned activities as well as the roles and responsibilities of all partners.

Achievements of the workshop included (i) review and agreement on the project institutional and implementation arrangements; (ii) review and agreement on the project components, outcomes, outputs and planned activities and the results matrix; (iii) review and adjustments to country work plans; (iv) mapping out of the LOAs; and (iv) review and agreement on the monitoring and evaluation mechanism.
