Brief Description:
The project will enable the legal establishment of five new PAs (two terrestrial and three marine) and the operationalization of these sites as well as the two existing terrestrial PAs that currently have no management. In so doing, the project will expand the PA system from two terrestrial sites totalling 5,260 hectares without any effective management, to four terrestrial sites totalling 8,810 hectares and three marine sites totalling 11,693 hectares, all of which will be actively managed. It will support: assessments of the current state (biodiversity, ecosystem functions, resource uses, etc.) of the proposed PA units: the gazetting, boundary setting and zoning of the new PA units; the preparation of management plans for each PA Unit, as well as a strategic business plan for the overall PA system; and the establishment and capacity building of PA staff at the system and site levels, as well as capacity building and collaboration with NGO, CSO and private sector partners. It will also assist the Government of St. Kitts and Nevis in establishing, staffing and equipping a Protected Areas Agency, the first government unit dedicated to protected areas in the country’s history, which will oversee and manage the overall PA system as well as the specific PA units. The revision and updating of key laws and regulations to support PA management, the establishment of inter-institutional and multi-stakeholder coordination and information sharing mechanisms; and the creation and operation of sustainable financing mechanisms and business planning strategies will all be strengthened.

El proyecto permitirá el establecimiento legal de cinco nuevas AP (dos terrestres y tres marinas) y la puesta en funcionamiento de estos sitios, así como de las dos AP terrestres existentes que actualmente no tienen manejo. De esta forma, el proyecto ampliará el sistema de AP de dos sitios terrestres que suman 5.260 hectáreas sin ningún manejo efectivo, a cuatro sitios terrestres que suman 8.810 hectáreas y tres sitios marinos que suman 11.693 hectáreas, todos los cuales serán gestionados activamente. Apoyará: evaluaciones del estado actual (biodiversidad, funciones de los ecosistemas, uso de recursos, etc.) de las unidades de AP propuestas: la publicación, el establecimiento de límites y la zonificación de las nuevas unidades de AP; la preparación de planes de manejo para cada Unidad de AP, así como un plan de negocios estratégico para el sistema de AP en general; y el establecimiento y desarrollo de capacidades del personal de AP a nivel de sistema y sitio, así como el desarrollo de capacidades y colaboración con ONG, OSC y socios del sector privado. También ayudará al Gobierno de St. Kitts y Nevis a establecer, dotar de personal y equipar una Agencia de Áreas Protegidas, la primera unidad gubernamental dedicada a las áreas protegidas en la historia del país, que supervisará y administrará el sistema de AP en general, así como las áreas específicas. Unidades de megafonía. La revisión y actualización de leyes y reglamentos clave para apoyar la gestión de las AP, el establecimiento de mecanismos de coordinación e intercambio de información interinstitucionales y de múltiples partes interesadas; y se fortalecerá la creación y operación de mecanismos de financiamiento sostenibles y estrategias de planificación empresarial.
